Download make for windows NMAKE 1.4 on Windows 95 Won't Stop on Errors (uncertain why make.exe of cygwin did not work), and then place NMake15.exe to C:\Tools\
C:\Perl>perl -MCPAN -e shell Terminal does not support AddHistory.
cpan> o conf CPAN::Config options from C:/Perl/lib/CPAN/Config.pm:
